We are based in Turkey, so we have an obvious perspective here. We are also going to tell you when Portugal is likely the better choice — because recommending the wrong production location does not serve anyone.

The case for European or near-European production is consistent: shorter lead times, easier communication, road freight instead of sea freight, and a production origin that many brands want to communicate to their customers. Both Turkey and Portugal offer this profile. They offer it differently.
Turkey — what it actually does well

– Strong vertical integration: many partners control fabric through to finished garment
– Road freight: 3–7 days to most European destinations
– Competitive unit pricing across a range of complexity levels

From our experience: Istanbul in particular has a strong ecosystem for development-focused small-batch work. The infrastructure for brands that need pattern development, multiple sampling rounds and direct communication exists here in a way that is harder to find in other Turkish textile regions.
The real considerations for Turkey
Quality varies significantly between manufacturers. This is the honest part. Turkey has excellent producers and mediocre ones, and the difference is not always obvious from a website or an initial email. Direct relationships and verified referrals matter more here than in markets with stronger institutional quality standards.
Turkey is not an EU member, which means customs documentation applies. For most garment categories, this is straightforward. For brands with specific EU compliance requirements, it is worth factoring in.

The real considerations for Portugal
Unit prices are generally higher than Turkey, particularly at lower quantities. The category focus is narrower — Portugal is excellent for jersey and knitwear, less established for complex woven or outerwear construction. Capacity at small-batch scale can be limited during peak seasons.
How to actually decide
The decision should be based on the garment, not a general preference. Jersey basics, premium knitwear, organic cotton essentials — Portugal is worth evaluating seriously. Woven construction, outerwear, varied categories across a full collection, development support alongside production — Turkey usually offers more flexibility.
From our experience: If a brand comes to us with a project that is clearly better suited to Portugal — a specific knitwear category they want produced to a premium standard with strong EU credentials — we will say so. Sending someone to the wrong production region to keep their business is not something we do.
The right answer depends on the garment. Both countries have excellent producers. The question is which one is built for what you are actually making.
